She discusses the division among the countries in the region in terms of their political and economic postures; explaining that while some appear to be moving backwards, others that have experimented with more trade openness are holding on to their gains despite the current recession. O'Grady also comments on recent US immigration policy and other factors she feels may be more significant in defining its relations with Latin America.
