Deregulation Development Economics Import Substitution InfrastructureBernardo Villegas explains how the Philippines became the "sick man of Asia” after adopting what he refers to as the Latin American formula for economic disaster. He briefly explains the protectionist policies that prevailed during several administrations as well as the positive impact of deregulation and privatization under President Fidel Ramos in the 1990s. Villegas also examines the role of public-private partnerships for building much needed infrastructure in the country’s rural areas.
