Digital Divide Guatemala Monopoly Reform Strategy

Thomas Hazlett is an international telecommunications expert who played a role in the reform and privatization of that industry in Guatemala, along with Giancarlo Ibárgüen S., Manuel F. Ayau, and Alfredo Guzmán. This revolutionary reform resulted in one of the most competitive and innovative communications industries worldwide. In this interview, Hazlett describes his role in that reform process and talks about the complications and lessons learned. He explains that because every country and situation is different, a template for implementing reform does not exist. The path to success, he says, is not clear and straightforward but rather challenging and constantly changing.
